C-3P0 Paint Master
Paint Masters are sent to each of the plants producing action figures to ensure that the colors specified by designers end up matching the final production pieces. Paint masters are usually painted hard copies, although in the case of the Droids C-3PO, an unpainted first shot was used since the production pieces had been long available to serve as a mold.

Each paint master is hand-painted and since there's only one per factory, these are usually extremely scarce. The paint swatches next to the figure are used to make an exact color match in the factory and the figure serves as a guide to match where the colors go.
